Request For Information Regarding The COMET Operations and Maintenance of Fixed Route, Flex Route and Paratransit Services

The Central Midlands Regional Transit Authority (“The COMET”) is issuing this Request for Information (RFI) which is intended to invite potential bidders to study the Columbia market, gather a sense of The COMET’s needs through the sharing of information which will be made available on a neutral basis to all interested parties, and provide input to the COMET’s process in its development of a formal RFP. All information relative to the current operation of The COMET is published at www.TheCOMETSC.gov.  This RFI is the first step in our procurement process.

Sequentially, The COMET will be issuing a Request for Proposals (“RFP”) from firms for the contracted operation and maintenance of The COMET’s fixed route, flex route and paratransit services, which includes the Americans with Disabilities Act (“ADA”) compliant demand response transportation and rural transportation services. The purpose and intent of the RFP will be to enter into a multi-year contract (the “Contract”) for the management and operation of fixed route, flex route and paratransit services. Any Contract awarded pursuant to the RFP is subject to financial assistance grants between The COMET and the U.S. Department of Transportation (“USDOT”), Federal Transit Administration (“FTA”), and/or the South Carolina Department of Transportation (“SCDOT”). The Contract is subject, not only to The COMET policies and procedures, but also to the statutes, regulations, policies and procedures of the FTA and SCDOT.

The COMET encourages participation at the RFI meeting on Wednesday, October 9, 2019 from 8:00 a.m. to 2:00 p.m., located at The COMET Administrative Offices, 3613 Lucius Road, Columbia, SC 29201.

Attendance at the RFI meeting is strongly encouraged but will not be mandatory for submission of the subsequent RFP.

If you want to participate in the RFI process, please email your RFI response to Leo Auger, Consultant @ lauger@thecometsc.gov, with the headline “The COMET Operations and Maintenance of Fixed Route, Flex Route and Paratransit Services” by Monday, October 14, 2019 at 10:00 a.m., Eastern Daylight Time. Submission of a RFI is not required for participation in Phase II.
